Heavy rain is expected in the afternoon through the overnight hours October 16, mainly east of Interstate 81. The National Weather Service predicts the heaviest rainfall will be towards the Poconos and Catskills. Minor flooding could occur in poor drainage areas.

Residents and businesses that have storm drains near their properties should make sure leaves and other debris are clear from grates in order to prevent some of the urban flooding that can occur from sudden, heavy rainfall.

In addition to up to a total of two inches of rain possible through Thursday morning, NOAA says winds could also be very strong gusting over 30 miles an hour at times.  Wind gusts of up to 30 miles an hour could continue into October 17.
