The facility has been constructed on a site just west of the Owego town hall. It will be occupied by the highway, parks and utility departments.
Castellucci said construction costs for the building now are estimated at about $9.5 million. Engineering work associated with the project cost about $1.2 million.State government is providing some funding for the complex.
Castellucci said he expects parks department workers will be able to move into the building in the next week or two. Employees of other departments should start using the facility shortly after that.
