According to the Broome County Sheriff's Office, 40-year-old Rashiem Tompkins of Binghamton was stopped by a deputy on Prospect Street around 11:15 p.m. Thursday.

Tompkins allegedly was traveling 46 mph in a 30 mph zone.

Officials say Tompkins initially claimed he had no identification with him. He provided the deputy with a name and date of birth that turned out to be false.

Tompkins then provided a photo ID with his actual name.

Investigators say his New York state driver's license had been suspended 23 times for "numerous reasons."

Tompkins was charged with false personation and second-degree aggravated unlicensed operation of a motor vehicle. He also was charged with speeding. He was ordered to appear in Binghamton city court at a future date.
