Customers are to be notified by the company of the terms of the refunds and/or limited free services.  The company must notify customers within 120 days.

Subscribers who have a leased Wi-Fi router from Time Warner Cable or Charter Communications or a modem that has been inadequate or were promised high speed internet of 100 Mbps or higher from Time Warner that never saw those speeds delivered for at least two years would be eligible for the $75 refund.

Charter says customers need to do nothing. The company will notify those who are eligible and send out the refunds.

The free HBO or Showtime service for internet and cable television subscribers who qualify does not apply to customers who already get those services.
