Extra Foundation Work Slows Binghamton Apartment Complex

Construction is moving forward on a $20 million mixed-use project on Binghamton's North Side with the completion of additional pile driving at the site.

The Canal Plaza complex is to include 48 apartments and a small neighborhood grocery store.

3D Development Group president Bruce Levine said soil conditions prompted more work to ensure a firm foundation. That meant driving several dozen additional pile supports to a depth of up to 70 feet.

Levine said that delayed the project by about five days but he expects workers will be able to make that time up.

Dominick Celia of Celia Construction, the project's general contractor, said water and sewer lines have been installed at the site. He said he now anticipates the project will move forward quickly.

Levine said all of the environmental work at the brownfield site has been completed. He said the state Department of Environmental Conservation is reviewing paperwork following the removal of contaminated soil from the property.

Levine said the complex is expected to open in June. He expects the grocery store will be ready to start operations at that time.

The North Side neighborhood has been without a grocery store since the Grand Union supermarket in the Binghamton Plaza closed in 1996.

The project is receiving funding from New York State and from the City of Binghamton.
