Twin Tiers residents will get a brief break before getting dumped on again by another big snowstorm.

The National Weather Service's Binghamton office issued a winter storm watch for the region taking effect at 4 a.m. Thursday. The watch is scheduled to run through 1 p.m. Friday.

Forecasters say heavy snow is possible across New York's Southern Tier and northeastern Pennsylvania. Total snow accumulations of 5 to 8 inches are possible.

The storm is expected to make travel very difficult. Hazardous road conditions likely will slow traffic during the Thursday afternoon and Friday morning commuting periods.

According to forecasters, the track of the storm is "somewhat uncertain." There is a chance of mixed precipitation in parts of Pennsylvania.
