Police say a Binghamton man who was spotted with black soot on his forehead faces felony burglary and arson counts.

Authorities say 24-year-old Alexander Hartman was arrested in connection with a garage fire on Route 26 in the Town of Nanticoke.
According to New York State Police, the blaze happened on the morning of August 9. The garage was attached to a residence.
A state trooper spotted a suspicious man nearby. Neighbors advised police the man had been seen running through a backyard and in the area of a creek near the fire scene.
Investigators believe Hartman broke into the house to steal items and then started the fire in the garage attached to the home.
Hartman has been charged with second-degree burglary and third-degree arson.
Police did not describe the extent of damage caused by the fire.
