Otsego Man Charged After Dog Found with Missing Limb

Police have arrested an Oneonta-area man following the discovery of a dog with one leg missing.

Authorities say 59-year-old Carl Pritchard of Exeter was charged with overdriving, torturing and injuring animals; failure to provide proper sustenance; and failure to provide appropriate shelter for the dog.

According to New York State Police, a UPS employee who was making a delivery observed a dog whose left leg was described as being "blown off."

Animal rescue experts transported the dog to a clinic. A veterinarian noted the dog, named Zoe, had been chained to a stake in the yard and had no food. A bowl was found frozen and covered in snow.

The vet observed bone fragments in Zoe's stomach and concluded she probably chewed off her leg.

After being treated in Otsego County, she was transported to Cornell University College of Veterinary Medicine for additional care.

Pritchard surrendered the dog because he was unable to pay for any treatment. He is scheduled to appear in Exeter town court on December 4.
