Eight Broome County residents and an Albany woman face charges following a mass protest in downtown Binghamton.

The county's security division Friday released the names of those who were arrested after the start of a county legislature meeting was delayed.

Security officers requested assistance to maintain order as lawmakers were preparing to start a regular session late Thursday afternoon.

All available Broome County sheriff's deputies who were on duty were sent to the scene on Hawley Street. Binghamton police officers and New York State Police troopers also responded.

The protest focused on safety concerns at the Broome County Jail and a proposed local law that would provide for additional penalties for those who annoy, alarm or threaten first responders.

Five people were charged by the Binghamton Police Department: 21-year-old Shannon Borucke, 29-year-old Shanel Boyce, 23-year-old Nicole Paolillo and 21-year-old Mairead McCarran, all of Binghamton; and 20-year-old Chloe Mahar of Albany.

Three Binghamton residents were charged by the Broome County Sheriff's Office: 20-year-old Brian McQuaid, 28-year-old Quinton Archer and 30-year-old Carinne Vizvary.

One person was charged by the Broome County security division: 31-year-old Andrew Pragacz of Binghamton.

Those arrested face various charges including disorderly conduct, obstructing governmental administration and resisting arrest.

According to a statement released by the county Division of Security, efforts were made to maintain occupancy limits under the fire code and to ensure there were adequate entrances and exits to the legislature chambers.
