A Chemung County man is facing charges in neighboring Tioga County following a traffic stop.

Tioga County Sheriff's officials have announced in a news release to local media and posted to social media the arrest of 40-year-old Briandavid M. Strong of Horseheads, New York.

According to the Sheriff's Department, Strong was stopped by Deputies on West Avenue in the Village of Owego on Monday, August 29 at 6:13 a.m.

During the stop, the authorities say they discovered illegal narcotics.

According to the official account, Briandavid Strong was arrested for felony Criminal Possession of a Controlled Substance in the 4th degree, Criminal Possession of a Controlled Substance with Intent to Sell in the 3rd degree, as well as Criminal Use of Drug Paraphernalia Packaging Materials, and Criminal Use of Drug Paraphernalia– scales.

The Tioga County Sheriff’s Office was assisted by the New York State Police and the Owego Police Department.

The Sheriff's office reports Strong was arraigned before Justice Myers of the Town of Barton Court and was remanded to the Tioga County Jail without bail.

Strong is scheduled to appear in the Village of Owego Court in front of Justice Boland at a later date.

The news release from the Tioga Sheriff's office did not provide details concerning the types of illegal substances Strong allegedly possessed or their quantity. The information also did not include how the drugs were discovered during the stop or why Strong's vehicle was pulled over early on Monday morning.

West Avenue appears to be a largely residential area on a street that intersects with Route 96 (North Avenue) and runs parallel to Adaline Street and Talcott Avenue.
