The first full day of winter brought a mixed bag of precipitation to the Twin Tiers with periods of heavy snow followed by wind-driven rain.

The National Weather Service office at the Greater Binghamton Airport issued a winter weather advisory for Thursday afternoon.

A wind advisory was posted for late Thursday through 5 p.m. Friday. Forecasters predicted south winds could gust up to 50 miles per hours.

The winds were expected to blow around unsecured objects. Tree limbs also may be brought down, resulting in scattered power outages.

As of 3:35 p.m. Thursday, NYSEG reported 67 customers were without electric service. 38 of the affected customers were in Tioga County and 29 were in Tompkins County.

Temperatures on Friday morning were expected to be in the 40s but forecasters were warning of a flash freeze. They said temperatures could plunge into the low teens by late Friday afternoon.

A wind chill advisory was issued for 5 p.m. Friday through noon Saturday. Wind chills as low as 25 below zero are possible with wind gusts of 40 to 50 miles per hour.

Forecaster said the flash freeze would cause slippery road conditions which could make travel difficult Friday afternoon and evening.

The extremely cold wind chills could cause frostbite on exposed skin in as little as 30 minutes.

No major weather problems are expected for the weekend. The Binghamton forecast calls for mostly cloudy skies on Saturday with a high around 14. Winds could gust up to 30 miles per hour. The forecast for Sunday: Mostly sunny with a high of 22.
