Problems persist at the new city-owned parking garage in downtown Binghamton but shoppers once again are able to walk directly from the facility into Boscov's.

Glass panels that cover a walkway from the $25 million Water Street garage to the department store were damaged last month.

Mayor Jared Kraham said it's believed "some sort of vandalism" is to blame for the broken panels. He said while the exact cause hasn't been determined, he suspects a cinderblock or something else may have been dropped on the walkway covering.

He said "for whatever reason, someone was able to do some damage there."

The mayor said the tempered glass panels "didn't shatter and cause another public safety issue."

Large sheets of wood have now been installed on the south end of the walkway where the glass panels had been damaged.

The mayor said some sort of long-term solution will be needed to address the glass panel vulnerability.

The elevator in the Water Street parking facility is once again out of service.

The first major problems with the elevator occurred last March when water seeped into an electronic control panel.

Repairs were made but there continue to be problems with the elevator. Kraham said obtaining needed parts can sometimes be difficult, contributing to delays in getting the elevator back in service.

The mayor said efforts continue to address the water infiltration issues that have plagued the garage which fully opened early last year.
