Pennsylvania State Police say they were called to a home in Simthfield Township November 2 where they found the dogs outside in freezing weather, without food, clean water or proper shelter and in poor health.

The canines were confined in crates and covered in feces at the property on Hoblet Road.

Troopers say the owner of the dogs could not be located and the animals were taken to the Humane Society where they received medical treatment.

The investigation is continuing.
