Governor Andrew Cuomo says the limousine involved in a crash which left 20 people dead "should not have been on the road."

According to the New York Post, Cuomo told reporters Monday that the vehicle was inspected last month by the New York State Department of Transportation. He said the 2001 Ford Excursion stretch limo failed the inspection.

The driver and 17 passengers in the limousine were killed along with two pedestrians when the vehicle raced through a stop sign and crashed near a popular country store in Schoharie Saturday afternoon.

The governor also said the limousine driver "did not have the appropriate license to be operating that vehicle."

Cuomo said he expected to the owner of the limo company will face "legal consequences" because the firm "had no business" putting a "failed vehicle on the road."

New York State Police and the National Transportation Safety Board are conducted separate investigations into the deadly crash.
