A troubled apartment complex in the town of Union may be cleaned up under a plan that's been submitted to Broome County.

An auction for the 48-unit property at 3 Delaware Avenue in Endwell was held at the site. David Hamlin, the acting director of real property tax services for the county, said a high bid of $800,000 was made at the auction. He declined to identify who submitted the bid.

The county foreclosed on the property and has owned it since April 2017.

Hamlin said about a dozen individuals expressed interest in the complex, which is located off North Street. He said the high bidder submitted a detailed plan to renovate the property.

The auction terms stipulated the county executive and chairman of the legislature will review the proposal. Hamlin said he believes both have been satisfied with the plan so he expects it will be considered by the legislature next month.

County Executive Jason Garnar Friday declined to comment about the proposal. Legislature chairman Daniel Reynolds could not be reached to discuss the plan.

The apartment complex was in the news last year when residents were evacuated after frozen water lines burst because the heat had been turned off in vacant apartments.
