Broome County is the first to begin off-hours court arraignments in criminal cases in New York State.

The New York State Unified Court System has announced judges in four centralized locations, beginning in the Binghamton area will be assigned to a single central court site on a rotation under a pilot program to ease the burden on local courts.

According to a report by the Associated Press, the program is also hoped to make sure low income defendants have access to legal counsel.

The other Centralized Arraignment Parts or “CAP”s will begin in Oneida, Onondaga and Washington counties later this month.
