The New York State Gaming Facility Location Board has given the green light for a casino license for Tioga Downs.

The decision by the board October 14 allows Tioga Downs owner Jeff Gural to apply to the state Gaming Commission for a full casino license.

The location board voted unanimously to allow the Tioga Downs bid for a casino to move forward.

The siting board in December declined to approve applications submitted by Tioga Downs in the town of Nichols and by Traditions at the Glen in the town of Union.

In the initial round, the board recommended a license for Lago Resort and Casino in the town of Tyre.

In a second round of the casino competition, Gural submitted a revised application. An Albany-area developer had talked about a possible casino project in the City of Binghamton but ultimately did not submit an application.

The full Gaming Board has to approve the granting of the actual licenses to any or all of the four developers recommended for casinos.
