Some residents in a neighborhood in the Town of Dickinson and Kirkwood are no longer sort-of hostages in their homes.

Dozens of residents have been hampered by idling trains stopped across the Phelps Street railroad crossing for extended people, blocking people from accessing or leaving Rogers Mountain Way subdivision. That included emergency vehicles.

Dickinson Town Supervisor Michael Marinaccio says the Phelps Street extension project is done and officially open.

Marinaccio says Broome County Emergency Services have been notified of the opening.
