The utility reported nearly 23,000 customers were without power as of 6:30 Thursday morning. Almost 400 customers in Broome County and about 60 customers in Tioga County were affected. More significant electric service problems were reported in Tompkins, Chenango and Delaware counties.

Binghamton police reported a utility power and wires came down at the Jack Sherman car dealership at 393 Court Street. No injuries were reported.

Trees and wires were brought down by strong winds in Broome and Tioga counties.

Police say a large traffic signal crashed to the roadway at the intersection of the Vestal Parkway and Rano Boulevard. The incident was reported just after 5:30 a.m.

The National Weather Service reported a wind gust of 47 mph at its office in the Town of Maine. A 64 mph gust was reported in Syracuse.

Forecasters with the weather service said a wind advisory was in effect for the Binghamton area through 1 p.m. Thursday.

Road conditions became hazardous as temperatures fell below freezing in some areas. Black ice on Interstate 81 in Cortland County may have caused a tractor-trailer driver to lose control between Marathon and McGraw. The rig went off the highway and came to rest in the median.
