The top four levels of the city-owned State Street parking ramp will be out of service starting Friday while problem spots receive attention.

People who use the garage are being advised to use the basement levels of the facility, which has about 590 parking spaces.

The ramp, which opened nearly five decades ago, has twelve floors. Four levels are below the street.

The concrete repairs are starting now in order to have the work completed before Binghamton University students return to the city in August.

After the State Street project has been completed, steel repair work is scheduled at the Water Street garage, which is located next to Boscov's department store.

Although Mayor Richard David last year said the city was planning to install new elevators in the State Street ramp, that work has been delayed. Engineers determined the elevator replacement job would be more complicated than initially believed, meaning the work would cost much more than had been budgeted.

The State Street garage elevators have been out of service for about two decades.
