Can You Identify This Binghamton Building

Recently, Doug Mosher and I were quizzing each other about buildings in the Binghamton area. It was a sort of guessing game, describing shape, some trivia and attempting to identify what the building was, either by name or what the building was used for.

That lead to a conversation about whether the Whale Nation could do the same - identifying a building with just a close-up view and a couple of trivia facts about the building.
